This Request for Proposals (the “RFP”) is an invitation by the Cowichan Valley Regional District (the “CVRD”) to prospective proponents to submit proposals for the development of a Marine Planning Framework for six of the Cowichan Valley Regional District Electoral Areas.  This framework would encompass a Marine Official Community Plan, including Development Permit Areas and Sea Level Rise Planning Areas; a Marine Zoning Bylaw; a Coastal Flood Mitigation Bylaw; an Implementation Plan; Facilitation, Engagement and Communications, and is further described in Section A of the RFP Particulars (Appendix D) (the “Deliverables”).
