As a local government, the CVRD deals with local issues on a region-wide perspective, as well as administering the local functions for the unincorporated areas, directed by locally elected officials.
Through the Regional District, the local governments work together to provide and co-ordinate services in both urban and rural areas.
Two types of directors make up the CVRD Board of Directors:
Electoral Area Directors are elected directly by rural area voters and serve four-year terms.
Municipal Directors are first elected to a municipal Council and are then appointed by the Council to the Cowichan Valley Regional District Board.
The Cowichan Valley Regional District Board of Directors is comprised of a 15 member Board of Directors who also sit as members of the Cowichan Valley Regional District Hospital Board.
