Cowichan Bay Sanitary Sewer System

Cowichan Bay sewer system is located in Area D and services the community of Cowichan Bay and surrounding residential area.  A total of 810 equivalent users are connected to the system, including both residential and commercial properties.  

System Overview


The Cowichan Bay Sanitary Sewer System consists of both gravity and pressurized collection systems discharging to a pump station located at Hecate Park.  Sewage is pumped to the Joint Utilities Board (JUB) lagoons, located in Duncan, for sewage treatment and disposal.

Critical equipment is monitored 24-hours a day for malfunctions (such as pump failures); if such an abnormality occurs an alarm is send to the on-duty pager to alert CVRD-staff for immediate response.

*User Fees are mailed out to each customers on the billing date stated above.

**Parcel Tax is charged once a year and is incorporated into the property tax for each customer.
   BC Assessment charges a 5.25% administrative fee which is included in this amount.


Allocation of Capacity Units


A policy is in place for allocating capacity in Cowichan Bay sewer system, consistent with CVRD Electoral Area D – Cowichan Bay Official Community Plan.  A key goal of the OCP is to “Carefully Manage Growth” by directing development to areas within established Village and Rural Village Containment Boundaries and to areas which are identified as having existing or potential sewer service.  Another key goal of the OCP is to “Restore, Protect, and Enhance the Health of the Cowichan Estuary and Marine Foreshore”. Correspondingly, properties directly adjacent to the Cowichan Estuary and Marine Foreshore, which are outside of Village and Rural Village Containment boundaries, are identified as having potential for sewer service.  The Cowichan Bay Sewer Servicing Policy can be found here.
